In January 2004, CARE International in Burundi has taken over the Livelihoods Programme implemented in Gitega Province since 1999 by Oxfam GB . Whereas the programme is considered longer-term development, the emphasis has been in establishing a firm base of activities and knowledge on which to expand once peace has returned to Burundi. The programme consists of two components, Food Security and Governance, and has been most successful in forming community-based committees that are taking responsibility for their own development. This includes improving knowledge in civil rights, conflict management approaches and promoting gender equity.
The food security component is implemented through a colline's approach, a colline being the smallest administrative unit. Each colline is entered through a participative assessment with the population who determine the activities to be undertaken. Basic activities are improved agricultural production and anti-erosion, small livestock distribution, water source protection, literacy and nutrition training, and assistance to the most vulnerable through groups. In addition, HIV/AIDS activities are mainstreamed into the programme to ensure that communities are better equipped to deal with the ever-increasing affected population. |
