Project Description:
Years of war in the Great Lakes Region have resulted in appalling living conditions for communities. However, over the two last years, decisive progress has been made towards peace in the region. In Maniema (DRC) and North Burundi, the focus regions of this CARE Nederland intervention, recent political progress has produced encouraging perspectives: In North Burundi, the cease-fire agreement between the main rebel group and the government has drastically improved security in the region for the first time in ten years. In Maniema, after the government of national unity was formed, intense military activity stopped, foreign armies withdrew, and rebel groups joined peace talks. However, these achievements remain fragile.
CARE proposes a three-year intervention that will reinforce and widen the recently created window of opportunity. The programme aims at reducing structural poverty through a strategy that combines rebuilding individual household livelihoods with strengthening civil society and reinforcing social networks.
CARE will rehabilitate capacities of war-affected households to rebuild their own sustainable livelihood security. The intervention will go beyond emergency assistance strategies and give opportunities to people, communities and local social bodies to become their own change agents. The program will support civil society and reinforce weakened social networks. Community based organisations will be linked up with strengthened NGOs, media and governmental services in order to reinforce peace among communities and pursue sustainable household livelihood improvements. Regional cross-fertilisation and partnerships are at the core of the program.
This process, aiming at mutual exchange, capacity building, and shared responsibilities will furthermore enable CARE Nederland to reinforce steps taken towards Rights Based Programming and its consequent working through local partnerships.
