Since 1988, CARE has been charged by UNHCR to provide water to Somali refugees in Ogaden's Region 5. This is done by tanker truck. Beneficiary population averages 125,000 but is in continuous fluctuation due to departures and arrivals depending upon security in the refugees' homes of origin.
