Having made an impressive start at achieving universal primary education by 2015, the Government of Ethiopia (GOE) is poised to move forward despite limited financial resources. The mounting recognition among families and communities of the importance of primary education and the GOE's commitment to decentralization are two powerful forces that must work in concert to increase access to equitable, quality primary education. Undeveloped skills at the zonal, woreda and community levels and an inconsistent understanding of what it means to be a "partner" in increasing access to education, however, are significant barriers to creating effective partnerships.
Project SCOPE (Strengthening Communities through Partnerships for Education) will develop, deliver, and evaluate a comprehensive program to build the capacity of schools, communities and local government to partner in identifying and effectively addressing barriers to improved access, quality and equity in primary education. Working with school personnel, community members, local government leaders, and NGO representatives in the four priority regions of Afar, Oromiya, Somali, and Gambella (of which CARE will work in two, Oromiya and Afar), SCOPE will:
· Increase by 20% the number of schools that reduce the female dropout rate to below the national average;
· Increase by 80% the number of school management committees that enhance the quality and equity of their school's learning environment.
SCOPE pays special attention to children in disadvantaged circumstances, such as pastoralists in remote, difficult to reach areas; and girls, who still face numerous socio-cultural and economic obstacles in gaining access to schooling. Just as schools and communities do not see critical social concerns in a sectoral box of "education" or "health", SCOPE's design integrates issues of importance to Ethiopian communities - HIV/AIDS, nutrition, and conflict resolution - within and throughout project activities. SCOPE's target audiences, zonal/woreda education officials, NGO representatives, school personnel and management committees as well as community group leaders, will learn to collect and use essential data to take locally appropriate actions to improving access to quality, equitable primary education.
