CARE's WHELL program focuses its activities in two provinces of South Africa: Limpopo and
Mpumalanga. The primary direct target groups for this program are: Mvula Trust (CARE's national partner) and about
20 local civil society organizations (CSOs), local government staff in key departments and other service providers in the water sector (including private sector). The program has three objectives: 1) Strengthening the capacity of Mvula Trust in policy engagement with local government; 2) Providing targeted policy support and mainstreaming capacity to local government in selected areas, including innovative policy development interventions and 3) Strengthening the capacity of CSOs in the water and health sectors on mainstreaming, policy development and advocacy with local government.
CARE and Mvula Trust builds the capacity of CSOs and local government to deliver sustainable water
services that mainstream effective responses to HIV/AIDS and other chronic diseases, address gender
discrimination, and promote best practice in water service delivery. Mvula Trust has developed good practices in
regard to these issues on central level, and WHELL Program will advocate for their adoption by local government
through the provision of evidence-based policy advocacy and implementing innovative policy pilots by CSOs and
local government. The civil society roles in water services must be strengthened to improve local governance,
therefore, WHELL Program works to achieve active participation of local CSOs. |
