Project Description:
Lesotho Vulnerability Assessement Committee (LVAC) falls under the Disaster Management Authority of the Prime Minister's office. LVAC is mandated to provide information on vulnerable populations and provide recoomendations to, for example the ministries of Health, Agriculture, finance and development planning; international partners and Non- governmental organizations on the appropriate responses.

In the past LVAC activities have mainly been funded by the SADC - Regional VAC through LVAC partners in the country notable WFP, CARE and Save the children UK. The reason being that LVAC is not yet institutionalised and thereforefore funding through SADC - RVAC and the government structures would be problematic.

CARE Lesotho has been a key stakeholder in the LVAC system in Lesotho and in the past its role has gone beyond technical support to include management of LVAC funds for the 2003 annual assessment on behalf of the RVAC.

With this veiw in mind, DFID, CARE and LVAC have agreed that funds for the 2005 vulnerability assessment for Lesotho be channelled through CARE. This is an interim arrangement with the hope that relevant government structures will be put in place soon enough to move this process froward.
