This USAID-funded decentralized governance project is implemented under the leadership of Management
Systems International, Inc. (MSI). This project aims to contribute to the realization of truly democratic local
governance. Specifically, the project focuses of three major components: 1) Building participation and partnership
among commune-level actors, 2) Strengthening financial management systems and procedures at the commune
level; and 3) Strengthening the macro-political enabling environment for the consolidation of meaningful
decentralization. The project operates in 250 communes (out of 702 total), representing more than half of the
country's population of about 11 million people. All project fieldwork is conducted through contractual partnerships with local NGOs, managed by CARE and Save the Children regional technical teams. |
