Nepal is one of the land locked and least developed countries ranking 136 in the Human Development Report 2005. The total population of Nepal is 27.6 million of which about 51% of women population. More than 41% of the population lives below the poverty threshold. Lack of education, health, drinking water, poor and/or no transportation are some of the physical characteristics of poverty. On the social aspect of poverty, social exclusion and exploitation of people on lines of caste, ethnicity, sex and cultural practices has been perpetuating and protecting social and gender discrimination. The patriarchal system of society has also contributed in fuelling and institutionalizing gender discriminations against women. Feudal ownership and control system over land and other natural and economic resources have also created exclusion and deprivation of poor marginalized and socially excluded groups from economic opportunities and progress.
The project Goal is “to contribute to the peace building and transformation process leading to protection, promotion and respect for Poor Vulnerable and Socially Excluded (PVSE) women’s rights by the state, society and rights holders themselves, in 10 districts of Nepal by the end of June 2010. The project activities are in line with CARE Nepal's Strategic Plan 2006-09 and the government's Tenth Five Year Plan (2003-2007). The project is contextual and complimentary to the government's commitment to International Declarations, Conventions and Resolutions such as Convention to end All Forms of Discrimination Against Women, 1991, Beijing Declaration 1995 and United Nations Security Council Resolutions 1325, 2000. It is also in line with the Millennium Development Goals i.e. "to promote gender equality and empower women.
The project's focus on rights issue of PVSE women will lead towards the situation of PVSE women's rights Promoted, Protected, and Respected by the state, society, and the right holders themselves in the long run. This will be achieved through the involvement of PVSE women and other peer groups in identification of rights issues, gender gaps, and their respective role for the promotion, protection and respecting the rights of PVSE women. |
