The purpose of the CARE-DFID project, Improving Health of the Poor: A Rights Based Approach, is to strengthen Peruvian state/society relations in the health sector, promoting poor people's right to health. To achieve this, it will develop principles of inclusion, participation and fulfilling obligations. The project will contribute to better interaction between Peruvian society and state institutions to ensure respect for health rights by developing competencies in poor and excluded populations and strengthening civil society organizations.
The project will emphasize the promotion and guarantee of the right to health on the basis of strategies oriented to develop the programmatic agenda of civil society health at national, regional and local levels; research and advocacy for realizing health rights for the poor; support of strategic initiatives of promotion, defense and realization of health rights; and the dissemnination of lessons learned.
The strategies and processes triggered by the project will contribute to producing the following outcomes: Civil society organizations will have developed and strengthened strategies for making health sector policies and institutions will respond to, protect and promote health rights of the poor and excluded people; people and health providers will have developed participatory and inclusive mechanisms for planning, provision and evaluation of health services; and multilateral organizations, international cooperation agencies, civil society and the public will know and internalize the lessons of the Project. To achieve the proposed outcomes, the project will carry out: strategies to raise awareness and disseminate information about health rights at the national regional and local levels; strategies for the development of capacities for the realization of health rights of poor and excluded people, with special emphasis on strengthening citizen participation for analysis and decision-making in health actions and strengthening of collective action for the promotion, defense and realization of health rights; and strategies for building partnerships and advocacy for realizing health rights for poor people. |
