| Project Description: |
| The PRONASAR Project is an effort of the Peruvian Government to improve living conditions for rural families living in extreme poverty, through the installation, improvement or completion of their potable water and sanitation systems; through the training of the Water Committees (JASS) in administration, operation and maintenance of their sanitation systems; and finally by teaching sanitary education to the participant families. The PRONASAR Project is administrated by the Government of Peru (GOP) through the Ministry of Housing, Construction and Sanitation which operates through the FONDOCES-PRONASAR Unit. PRONASAR funding comes from a loan approved by the World Bank. The Project will be implemented in every selected village by private Social-Technical Operators (STO) like CARE Peru. The STOs will be supervised by private agencies called Supervisory Operators (SO). The PRONASAR project covers the whole country and in this particular case, the Project will be focused on a very small area (part of the central provinces of Fajardo, Huancasancos and Vilcashuaman in the department of Ayacucho) concentrated in 34 small villages in Vilcashuaman. The PRONASAR Project will allow the GOP to implement a different Water Project in which the typical infrastructural component is only one part and activation of the Social and Environmental components is required to reach the project goal, to get results in other important areas as social, cultural, human rights, gender and sustainability. The Project will be implemented in the following stages: social-technical and environmental feasibility; social-technical and environmental studies; installation of the infrastructure; promotion and training on operation, maintenance and administration to the communities before, during and after the infrastructure installation; training to the municipalities for managing water and sanitation services; closing accounts and transferring infrastructure to communities; and coaching, strenghtening and monitoring JASS, participant families and municipalities after works have concluded. |
