Project Name:Fortalece II: Strengthening and building capacities for democracy and decentralization
Project Description:
The Fortalece II program -Strengthening and building capacities for democracy and decentralization- aims to promote processes of democratic governability in the decentralization scene, through a series of actions oriented to:

-To contribute to an effective battle against poverty, designing, validating, promoting and implementing policies, strategies, methodologies, instruments and modules that generate new participatory ways to manage development local processes.
-To promote the development of the management capacity of local public and private institutions.
-To strengthen mechanisms for participatory agreement and citizenship participation in management, promoting its institutionalisation.
-To generate the conditions to strengthen local institutionality, greater coordination between local organisations and agreements and strategic alliances.
-To accompany, monitore and systematize diverse mechanisms of local management in the implementation of development local processes.

The program searchs for alliances and agreements with diverse regional and local, public and private actors, to guarantee the continuity of the actions. It will focus on three of the five identified regions in the country: Puno, Ayacucho and Apurimac, Cusco and Huancavelica and on specific provinces and districts, identified and selected for the purpose.

Any achievements and findings will be shared and disseminated in regional and national arenas in order to have an impact on the design and approval of new policies, approaches, strategies, norms and procedures in the decentralized management of development local processes. The goal is to achieve an effective struggle against poverty, bringing together national, regional and local interests and expectations. In this manner, it will also create the conditions for a new democratic and decentralist governability.

By January 2008 proved strategies, methodologies and tools are going to be disseminated and institutionalized; local and regional institutions have developed management capacities and mechanism of agreement.
