| CARE Peru's Support for the Chopcca Minority Group in The Democratic Processes in Peru will foster increased participation of the Chopcca minority group in democratic processes in Peru, with a focus on women. It will be implemented in poor rural communities of three districts Paucara and Yauli in the provinces of Huancavelica and Acobamba in the Departament of Huancavelica. Huancavelica is the poorest region of Peru and hard-hit by political violence in recent years. Many Chopcca residents of the Huancavelica area, especially women, are excluded from the political process because they are undocumented. Lacking rights, they are excluded from decision-making about how public funds will be spent and are unable to select who will represent them in government bodies. Working in 13 communities and three settlements, the project's first component will ensure that members of the Chopcca minority group, especially women, obtain their identification documents, thereby increasing opportunities to exercise their citizenship in the political, economic and social spheres of Peruvian society. Through the project's second component, the Chopcca community will improve their capacity to develop and lobby for funding proposals addressing the issue of poverty in their region. These proposals will target local and regional decision-making bodies. The project is expected to have a lasting impact on the target communities, and will be further replicable throughout Peru to improve the participation of minorities and undocumented citizens throughout the country. The Public Ombudsmen's Office will be a key partner in this effort, which will take place over the course of 21 months. The project will also be coordinated with the National Civil Registry, the National Office of Electoral Processes, and regional and municipal authorities. |
