Project Name:Equitable Payments for Watershed Services: Phase 1, Making the Business Case
Project Description:
CARE Peru's and WWF Peru's Equitable Payment for Watershed Services (PWS) project is part of an international initiative supported by DANIDA and DGIS (Holland) in 5 countries of Asia, Africa and Latin America, to promote equitable compensation of hydrological services as a way of promoting sustainable development practices as well as the livelihoods of rural poor communities. The project will work on developing a business case for enivronmental services in two river basins in Northern Peru (the Jequetepeque River and the Piura River Basins, in the Departments of Cajamarca, La Libertad, and Piura).
The project will focus on watershed protection services from natural forest and agroforestry systems and will explore and support other services' opportunites related to PWS, with an emphasis on community involvement and gender. In the long term, such services are expected to potentially benefit 80% of the population of Jequetepeque River Basin, and nearly 1 million inhabitants from the Piura River Basin.
During this first phase, the project will conduct situation analysis and baseline studies of the proposed areas, and facilitate PWS planning processes. We will promote the economic values of Watershed Services with potential buyers and sellers, and develop and implement marketing strategies to sell Watershed Services to a range of potential buyers. Strengths and weaknesses in the institutional framework and the capacity of participating organisations will be assessed and monitored, and the existing policy and legal frameworks relating to equitable PWS will be analysed. The project will engage key experts in PWS and related issues of business management and socio-economic monitoring to identify and develop relevant methodologies and tools for equitable PWS, and these will be pre-tested and evaluated. We will also set up an action learning network for sharing and reflecting on equitable PWS experience, and gather information and training materials relevant to equitable PWS and make these available through a website and newsletter.
At the end of the project in September 2007, we expect both cases of the Piura and Jequetepeque river basins to meet the required conditions to be eligible for implementing future PWS projects, in a potential second phase of the project, focused on implementation of PWS mechanisms in selected communities.
