Project Description:
CARE Rwanda is operating in the Northwest since November 1996. In the beginning, interventions focused on food distribution, rehabilitation of socio-economic infrastructure, and restocking of agriculture assets. More recently (April 1999) CARE Rwanda started a Community Assisted Land and Environmental Rehabilitation (PACT) Project in four communes of Ruhengeri prefecture. PACT includes the rehabilitation of former campsites and damaged forests, environmental education, introduction of energy conservation techniques, and the strengthening of local capacities in environment planning and management. Local committees are responsible for the selection of rehabilitation sites and partner associations, work monitoring and evaluation. In this context of beginning social-economical reconstruction, CARE Rwanda proposes to implement a Community-Based Livelihood Enhancement (CLE) program.
