Community Youth Recovery Project (CYRP) (SLE 030) (3/2003 - 11/2003) (Ended)
The Community Youth Recovery Project was initiated to respond to the issues raised and feedback from
young people involved in the Food Security (FS)-RBA pilot project. The project moved beyond food security to
address other community-identified needs, which are of particular relevance to youth. The project has been
implemented in partnership with the Netherlands's Ministry of Foreign Affairs and operated in four selected locations
in Tonkolili and Moyamba districts, focusing on involving youth in schools rehabilitation and skills training which can increase their access to resources and economic opportunities. Youth groups have been formed in cooperation with local leadership with the aim of empowering marginalized youth to contribute to the reformation of village-level institutions and decision-making processes.

Food Security Rights-Based Approach Project (FS-RBA)(SLE030) (2/2002 - 1/2005)
Funded by DfiD, the overall goal of the FS-RBA in Sierra Leone is to improve household livelihood security
and provide support to ensure that democratic mechanisms are utilised to address governance and rights-related
issues at local and chiefdom levels. Specifically the project: 1) promotes popular participation in local decisionmaking processes; 2) facilitates and supports the formation of 'representative' citizen's groups and CSOs; and 3) promotes social inclusion by facilitating participatory, community-driven identification, planning and implementation of
development activities.
The FS-RBA Project is designed to encourage and provide people with the opportunity to analyze
problematic power relations and institutions, and further on, implement the development activities by using physical
and technical resources. These activities gradually reform their institutions into entities that are broadly accepted as democratic and accountable. The FS-RBA project is operational in 10 villages in Kamajei chiefdom in Moyamba
district and is focusing on 38 villages in Kamajei and Fakunya chiefdoms in Moyamba district and Gbonkolenken
chiefdom in Tonkolili district.

The Initiative in Support of Civil Society, Good Governance and Human Rights (INSIGHT) Project (SLE 030)
(1/2003 - 6/2005)
Funded by the European Commission, INSIGHT is built on the achievements and learning of the FS/RBA
Project. INSIGHT has a major focus on facilitating and supporting linkages between the government and its reform
and recovery initiatives, and the rural populations, while ensuring that these linkages produce tangible progress. The
goal of the project is to contribute to the government and people of Sierra Leone's efforts to establish a democratic
and accountable society based on respect for human rights and good governance. Implemented in the Moyamba and
Tonkolili Districts, INSIGHT enhances the capacities of civil society to collaborate effectively with government to have a positive impact on rights realisation and poverty reduction. CARE, through the INSIGHT project, is also contributing to key strategies and processes that embrace the development of Sierra Leone's Poverty Reduction Strategy Paper and decentralization process.

Refugee Food Security - A Rights Based Approach (RFS-RBA) (SLE 030) (4/2003 - 3/2004) (Ended)
Since April 2002, 50,000 Liberians have sought refuge in Sierra Leone, bringing the total number of
refugees in the country to over 70,000 by the end of February 2003. Most of these (an estimated 52,000) are
currently living in seven camps in Kenema, Moyamba and Bo districts. This project was developed from the findings
of a refugee camp assessment undertaken by CARE in November 2002, which identified a critical need to expand
refugee support activities, including engaging refugees in productive work, and to develop initiatives to address
conflicts amongst the refugees themselves and between refugees and host communities. The Refugee Food Security
Project's goal is to improve the household livelihood security of 13,000 Liberian refugees located in two camps
(Gerihun and Jembe) and 6,000 Sierra Leoneans in the corresponding host community villages in Bo district. The
project replicates the FS-RBA project approach by improving food security whilst offering refugees the opportunity to
analyse problematic power relations and institutional reform within their own communities and with neighbouring
communities.
