Project Name:Enhancing Interaction and Interface Between Civil Society and the State to Improve Poor People's Lives (ENCISS)
Project Description:
The ENCISS programme will fill a gap between large-scale, supply-side capacity building and governance reform programmes and community-level awareness raising, conflict resolving and coalition building programmes. It will identify and provide support to genuinely representative CSOs, build partnerships between national/umbrella CSOs and local CSOs (and between State and civil society generally) and increase the capacity of civil society to engage with the PRS, decentralization and other GOSL programmes. It will also coordinate with other initiatives. Some of these initiatives seek to expand and improve the interface between state and citizenry (notably the NaCSA direct community-financing scheme, community policing and customary law reform), while others seek to disseminate information, raise awareness and stimulate debate through print and broadcasting media (notably Forum of Conscience Development Through Radio Project, and Search For Common Ground's Talking Drum Studios and Community Peace Building Unit). The purpose of the ENCISS programme is the increased capacity of representative civil society to participate in, influence, contribute to and monitor the Poverty Reduction Strategy and local government policy, planning and implementation. The project will be implemented in one target District in the first year (Pop. 450,000 and expand to the Western Area (Pop. 1,500,000) in the second year as well as to a 3rd yet to be identified new District.
