| The document contains four proposals for reintegration of returnees to Somaliland. The locations of the proposed projects are the areas which are receiving the largest numbers of returnees. The choice of projects was based on :
¨ The most commonly requested assistance articulated by refugees and returnees ¨ Priority needs identified by the Somaliland Ministry of Repatriation, Rehabilitation and Reintegration ¨ Pressing needs identified in interviews with Government Ministers ¨ Priority needs identified by local governmental "Plans of Action", mayors and one Governor ¨ While needs in other areas are great, the proposals contained in this document focus on areas where returnee needs are not being met at all ¨ Possibilities for linkages and complementarities with other projects sponsored by government, local authorities, and UN agencies ¨ CARE Somalia's areas of experience and expertise. Part 2 of the proposal describes CARE's experience, expertise and organizational structure in Somaliland, as well as the related and complementary work being done by other organizations, including United Nations' agencies. Parts 3, 4, 5 and 6 are self-contained proposals for Enterprise Based Vocational Training, Family Life Education Centers, Micro-Credit projects, and Food for Work or Food for Cash rehabilitation projects. Donors may pick and choose the proposal, or project that fits best with their aims and scope of work. CARE is ready and committed to work with donors to further develop, refine or modify any of the four projects proposed in this document. | |
