Project Name:Initiative for Participatory and Active Collaboration (INPACT)
Project Description:
CARE Uganda implemented INPACT in Arua District from 2003 to 2005 that created partnership models that will be scaled up in the next two years (July 2006 – June 2008) in this follow-on project. Civil Society Organisations have organised themselves in a network and into thematic groups that provide a platform for interaction amongst themselves and engagement with the local Government. INPACT will focus on two policy areas, Programme for Modernisation of Agriculture and the Universal Primary Education.

Overall Purpose: To increase the credibility and effectiveness of local Civil Society Organisations in Arua in developing and expanding their sphere of influence, acting as catalysts for good governance and human rights.

Project Goal: Poor and marginalized people, especially vulnerable children and land/resource poor farmers, effectively use space provided in Local and Central Government policies and programmes to influence and monitor implementation of UPE and PMA

The above purpose and goal will contribute to CARE Uganda’s strategic direction 2, which is to “Promote and support effectiveness and accountability in government, civil society and the private sector in the delivery of services for poor and marginalised people”.

Expected intermediary results:
 improved transparency and accountability in Civil Society Organisations practices and behaviours,
 increased inclusion (participation, representation or targeting) of the poor and marginalised in Civil Society Organisations programming processes and activities,
 enhanced collective action of CSOs for the promotion of good governance principles in local government and the protection of human rights by duty bearers at different levels.

Specific Outcomes:

 15 Community Based Organisations have taken concrete action to promote good governance and human rights especially of poor and marginalised people in the implementation of UPE and PMA in their respective communities.
 3 Civil Society Organisations operating in 9 sub-counties or at county level have transformed to or consolidated as intermediary organisations linking Community Based Organisations with wider networks for the promotion of good governance and human rights especially in PMA and UPE
 9 sub-county Civil Society Organisations’ committees or assemblies established with specific representation of special interest groups currently disadvantaged by Universal Primary Education and Plan for Modernisation of Agriculture policy frameworks and/or implementation practices.
 2 CSO networks or alliances (involving at least 15 local, regional, national and international NGOs including CARE) at district or regional level have established effective mechanisms to coordinate collective action related to the monitoring of good governance and human rights in the implementation of UPE and PMA as well as to the advocacy for appropriate policy change or development.
 Arua district NGO Network effectively coordinates Civil Society Organisations initiatives and advocates for implementation of good governance principles and relevant policy frameworks in local government.
