CARE's advocacy efforts in 2002 have focused on promoting greater countrywide security for all Afghans, for we believe that without security, the entire Afghan reconstruction effort may be compromised. CARE also has urged donors to implement their funding pledges as soon as possible, and is advocating with Afghan authorities at various levels to ensure that the voice of the people is prominent in the reconstuction effort.
