CARE's advocacy efforts in 2002 have focused on promoting greater countrywide security for all Afghans, for we believe that without security, the entire Afghan reconstruction effort may be compromised. CARE also has urged donors to implement their funding pledges as soon as possible, and is advocating with Afghan authorities at various levels to ensure that the voice of the people is prominent in the reconstuction effort. We are working to strengthen civil society and build the capacity of Afghans to address their needs. Because of our independent voice and our practical experience, our inclusion in these discussions is critical. We are grateful for this opportunity and hope that the Implementation Group will continue to ensure that NGOs are represented in significant numbers at every level of the reconstruction effort.
