Dear Secretary Pompeo: 

We write to you today as members of the Advisory Board of the CARE Global Leaders Network, an active community committed to supporting CARE’s work, enhancing global security, and continuing America’s legacy of leadership toward peace, stability, and better lives.    

As such, we would like to express our deep concern over reports that the Office of Management and Budget is considering a rescissions package that would cut over $4 billion in Congressionally appropriated lifesaving and life-changing foreign assistance funding. While we were heartened by news reports late last week that this plan may have been paused, we remain deeply concerned at any prospect of cutting vital foreign assistance programs.    

We know that you share our view that strong American leadership in the world includes robust and meaningful investments in global development and humanitarian response. This potential rescissions package would put countless lifesaving programs at risk for sudden closure, reduce the effectiveness of taxpayer dollars, and endanger some of the world’s most vulnerable people. We urge you to oppose any effort to cut off these funds.   

Foreign assistance is not – and never has been – a partisan issue. Republicans and Democrats alike have long supported investment in humanitarian and development programs because they save lives and help to create a more prosperous, peaceful and equitable world. CARE has worked with every Administration since President Truman on these issues. We urge you to use your position within the Administration to ensure that America’s leadership in this realm continues and remains a catalyst for peace and positive change for vulnerable communities around the world.
