Education Quality Improvement Project (EQUIP)
In April 2006, as a follow-on to the Community Grants for School Development (CGSD) project in Bamyan and Logar provinces, CARE began a Ministry of Education project funded by the World Bank. Education Quality Improvement Project (EQUIP) involves community members in education through capacity building and small grants administration. During the last quarter, Parent-Teacher Associations (PTAs) and School Management Committees (SMCs) were reelected, with 79 PTAs and 79 SMCs trained in project and budget management, quality control and school administration. The PTAs and SMCs are responsible for identifying community education needs, developing proposals, and overseeing the use of small grants funds for school construction or rehabilitation. CARE links these community structures to the local Department of Education to foster open dialogue about education needs in the two provinces. After training, 174 School Improvement Plans were developed by SMCs in Logar and 277 in Bamyan, with 117 schools in Logar and 172 schools in Bamyan receiving grants for improvement over the last three months. Most of these grants have been used to build water and sanitation facilities for schools, to purchase desks and equipment and for general school repairs and for school construction. |
