Project Name:Luanda Urban Rehabilitation and Micro-Enterprise Project (LURE)
Project Description:
The LURE project seeks to alleviate poverty among 260,000 residents of Kilamba Kiaxi, a high-density area
of Luanda. During its first phase, LURE used strategies to attract community groups into a development process.
Seeking solutions for improving urban services, such as water, sanitary facilities, or trash collections, CARE has been able to organize community groups and create a forum for consultation with municipal government. Credit
activities have also been employed to bring groups together and build their capacities, particularly traditional kixikila savings groups. The second phase of LURE began in April 2003, and focuses more on capacity building, as well as
influencing government policies to be more inclusive of their communities in urban planning.
CARE trains community level organizations to play a key role in ensuring that service users pay fees (e.g.,
for water), and that infrastructure improvements are maintained. CARE also works with women's groups, helping
them develop micro-enterprise development activities, using a solidarity group model and placing a strong emphasis
on training. CARE also assists with the installation of secondary and tertiary water distribution networks, and is
helping to improve road access, drainage, and sanitation, through sewage connection and latrines in Kilamba Kiaxi.
To support these activities over the long term, CARE is coordinating closely with local NGOs, local government
offices, and community organizations to help them build their program management capacity, develop cost-recovery
mechanisms, participate in policy advocacy, and foster and support community initiatives. In the second phase of
this project, the emphasis is on institutionalizing the process, particularly to bring communities closer to the
government and ensure greater accountability to the needs of the communities. LURE is part of the Luanda Urban
Promotion Program supported by the Department for International Development (DFID), through CARE International
UK. Other implementing partners are Save the Children (UK), Development Workshop, and One World Action.
