| Project Name: | CARSEM I: Socio-Economic Integration of Ex-Combatant in Andulo Municipality in Bie Province |

Due to prolonged civil war, infrastructure and publice services of the Andulo Municipality of Bie province were completely destroyed. The lack of investment and availability of resources have been the major constraint for the rehabilitation and the reconstruction of the municipality which was one of the most affected areas by war. In the beginning of 2005 there was an improvement in the level of stability and security but the infrastructures and roads are not yet repaired. WFP is still distributing food to approximately 100.000 people. The return of ex soldiers has created a pressure on food security in the province. In Bie province, government services are not yet adequate enough to respond to the demands of returning ex-combatants.
It is important that ex-combatants get training and material support to re-integrate themselves into the agriculture activities as the mainstay livelihood for rural Angola. Instituto De Reintegracao Socio-Profissional Dos Ex-Militares (IRSEM), a funding organization supported by World Bank, provides fund to rehabilitate ex-combatants into the productive society. CARE agreed to work with IRSEM to support 1,200 ex-combatants and their 4,000 dependents in the reintregration. In the municipality of Andulo, Bie province this project will implement activities to increase sustainable agriculture development in the communities by: 1) increasing agricultural production; and 2) working with agricultural associatons, promoting new opportunities of commercializing their products and stimulating the local economy in a sustainable way. |
