Project Description:
The Municipal Development Program in Angola aims to reinforce the capacity of five selected municipalities of five provinces and Community-based Organizations in the municipalities to jointly develop, implement, and monitor plans and programs that seek to improve social and economic levels in the targeted municipalities; strengthen the capacity of CBOs to determine their own development; build alliances with the private sector as well as public and community institutions and organizations; develop communities through the Municipal Development Fund; and strengthen vulnerability assessments to respond to "shocks" and develop socially inclusive policies, plan and services. It is expected that the program will contribute to an increased participatory, transparent, equitable, and sustainable municipal planning and budgeting process in the selected municipalities, targeting 750,000 people of which 60% are younger than 18 years of age. In addition, a number of communities will be able to address their priority infrastructure and other development needs to allow them to improve their social and economic conditions. The program will be implemented by a consortium of three NGOs, with CARE as the lead agency and Development Workshop (DW) and Save the Children-UK as subrecipients. The consortium has been implementing the Luanda Urban Poverty Program (LUPP) and has a strong commitment to assist Angola in bringing state and communities together to build a society based on strong democratic principles and mutual benefits.
