Project Description:
This project will work with area based organizations, municipal administrations, the ministry of social affairs and other relevant institutions to plan the construction and operation of community-managed childcare centers for poor families. The goal of the program is to demonstrate a community-based early childhood development model that can be brought to scale in Angola, thereby contributing to MDGs for poverty, education, women's empowerment, child survival, and HIV/AIDS. In this project, CARE aims to replicate the successes of the community managed childcare center model developed in the Luanda Urban Poverty Program. The program will be implemented in Viana and Kilamba Kiaxi in Luanda Province and Kuanhama in Cunene Province. Cunene has the highest HIV prevalence rate in the country (+15% UNISIDA 2007). Besides the construction of 24 centers, which will benefit approximately 2,600 children, the project will also work with the local and provincial governments to include the establishment of centers in future municipal budgets. The program will also link to the Government's 11 commitments towards children, which was approved mid-2007.
