The PADCO team in collaboration with CARE Egypt will build on its Egypt experience to achieve the three interrelated objectives : first, expanding local own-source revenues that are used more effectively and transparently; second, supporting greater public participation in decision making about the generation and expenditure of those revenues; and, third, developing legal, regulatory, and institutional structures that support decentralization and enhance capacity. The project will employ several innovative approaches:Piloting and disseminating reengineered and improved collection systems to generate greater revenues;using Integrated District Development Plans (IDDPs) as templates and opportunities to build vision, experience, and capacity in local councils in budgeting, project planning, and monitoring;designing projects to address local needs and leveraging local private and public resources;developing legal memoranda codifying governorate and district planning standards and processes that will authenticate local popular council (LPC) participation to higher governorate levels;
creating a network for decentralization with a policy analysis and lobbying capacity for policy reforms; the network will coordinate options for policy reform and will implement an advocacy and lobbying strategy toward central and local governments; and
establishing a senior policy advisory group to provide in-depth understanding of ongoing decentralization reforms, and to advise a new Inter-Ministerial Committee on Decentralization.
Longer-term goals include a legal framework for sustainable decentralization that permits increased public participation, local revenue retention, administrative reform, and accountability. |
