| This new EU funded project, based in the Southern Region of L'Anosy, reinforces our ongoing governance and institutional strengthening strategies at the community and communal level and complements the current Food Security Project being implemented in the same region. CARE was chosen as one of the implementing partners in a larger regional program which will strenghten the capacity of Communes (headed by Mayors) to prioritize, plan, and implement development projects which have been identified as priorities by the Commune. CARE will put in place a Technical Assistance Unit which will assist these communes (number to be determined) to develop the capacity to more efficiently manage their commune. Experts in financial management, governence, community development and project design and management will be available long term to assist these communes to improve their ability to do needs asssessments, strategic planning, project development. monitoring and evaluation and resource management. Many institutional strengthening projects focus primarily on the process but the EU, through a separate funding mechanism, will then finance the priority projects which have been identified by the commune. CARE as part of a strategic partnership with GTZ and the Swiss Cooperation (also implementing partners) will share lessons learned and reinforce each other's capacity to support this decentralization process. CARE sees this as a larger opportunity to influence key partners in the promotion of CARE's own national advocacy initiatives related to governance. |
