Project Name:Utilizing Small Scale Irrigation Systems for Household and Market Oriented Agricultural Production in Anosy Region
Project Description:
The utilization of small scale irrigation systems for households and market-oriented agricultural production in the Anosy Region project is comprised of four modules. Each module has its own agenda and a set of activities designed to accomplish certain results. The activities for the first two modules not only satisfy their own agendas, but are necessary components for the third module to attain its goals; in this respect the third module is transversal to the first two. The fourth module embraces the policy of devolving control and management of natural resources to the local level. The modules are listed below:

RM1: Regional food security and agricultural productivity are strengthened through rehabilitation of irrigated rice perimeters.

RM2: Regional production and consumption of fruits and vegetables are increased via introduction of affordable and appropriate micro-irrigation technologies.

RM3: Regional marketing networks of producers and operators are developed to advance selected value-chains better and more professionally.

RM4: Local decision-making structures are created and supported to develop and implement land-use action plans.

Central to the first twomodules is the attempt to effectively manage water — through the appropriate and effective introduction of irrigation technologies — to increase production levels of crops grown for household and market consumption. The third module aims to use gains made through the first two as a vehicle to create a stronger, more organized network of producers and operators in the region that respond to market demands at all levels—local, regional, national, and international.

Producers gaining access to rehabilitated rice perimeters can expect higher yields, which improve household food security and free factors of labor to pursue other activities, including growing market-oriented crops. Producer groups growing vegetables at small-scale might, through adopting appropriate low-cost irrigation technologies, expand or intensify their production and gain more market-share and exposure. And, if a functioning network of operators and producers existed, this exposure will grow even further.

The fourth module establishes a two-step process that will lead to the creation of Natural Resource Management (NRM) action plans.
