Project Description:
This local governance program, implemented in the Koro and Bankass districts, involves technical and
financial assistance to support democratic decentralization and participatory local development with activities aimed
at strengthening elected officials, as well as representatives of civil society organizations, and the private sector.
Communal level advisors assist these representatives in planning, implementing and evaluating local development
projects to improve access to potable water, financial services and health facilities, as well as improving the quality of basic education and agricultural production methods. Technical assistance is provided to elected bodies during planning, coordination, implementation and monitoring of communal development operations, particularly in understanding the role of local government and the management of communal finances and contracting procedures.
All work with communal councils begins with the adoption of codes of conduct by the council to ensure equitable
participation and uniform dispute resolution. CARE's role is to provide technical assistance to build the technical
capacity of communal councils while simultaneously strengthening the demand for more responsible governance and
improved services from democratically-governed community organizations.
CARE also provides sub-grants. By providing these grants on a competitive basis, CARE is able to effectively insist
on women's participation and inclusive public debate of communal investment decisions between civil society and
other communal stakeholders, including private sector actors. By requiring communal matching funds, the project is
able to make clear the connection between communal tax collection and the realization of democratically decided
local development investments. The civil society strengthening activities are implemented in partnership with a local
NGO partner and community organizations (selected on the basis of the social and economic vulnerability of their
members), ensuring the participation of traditionally-excluded castes and classes, especially poor women.
