Project Name:Program in Support of Communal Initiatives and Local Organizations (PAICOL)
Project Description:
This program aims to develop the capacities of key development actors in five districts of the remote
Timbuktu region in order to ensure that the rights and needs of vulnerable communities are respected, particularly
with regard to access to key social services as well as the means of earning a decent living. Particular emphasis will
be given to ensuring that the most vulnerable members of the population, particularly women, have the tools to
become actors in the struggle against poverty. By the end of the program, in December 2007, CARE hopes to
achieve the following results: 1) Advisors in 20 communes manage effectively communal development plans that
respond to the needs and demands of the most vulnerable; 2) Local organizations defend the interests of their
members in participating in the development of communal plans; 3) Two hundred small-scale women's savings and
credit groups will increase the economic activity of their members and participate actively in the life of their
communes; and 4) Nomad associations and communal advisors will ensure that nomadic populations have equal
access to communal services. This inter-sectoral, rights-based activity focuses on capacity building and institutional strengthening of both community organizations and communal councils to ensure a sustainable approach to
development. The program places a high priority on ensuring that vulnerable populations are competent subjects,
and not passive objects, of the development process. (Funded by Norwegian Aid through CARE Norway)
