In the end of October 2004, torrential rain and a sudden fall in the temperature resulted in human deaths and the loss of 80% of livestock in Puntland, northesatern Somalia, with corpses posing a serious health risk to area residents. Approximately 2,300 families were displaced and are currently being accommodated by their relatives or in the temporary settlements around villages or towns.
In accordance with the recommendations made in the inter-agency needs assessments to focus on the immediate needs, CARE Somalia will support the initiatives of two local NGOs to distribute local currency worth of USD 40 for each of 1,000 families displaced by the disaster. Free cash distribution will empower the disaster-affected households to make choice among their priority needs. By working in areas where the local NGOs have been already engaged in the relief activities, CARE recognizes and supports local initiatives to respond to the emergency and promotes the role of local NGOs in providing both material and emotional support to the communities. While providing emergency relief, CARE and the partner NGOs will develop more holistic understanding of the constraints faced by the affected families and identify appropriate, longer-term interventions that will support affected households' longer-term recovery.
The final goal of the project is to meet in the immediate food and other livelihood needs of 1,000 disaster-stricken households for a 20-day period. For this purpose, the project will deliver three outputs:
Output 1: 1,000 displaced households receive cash worth of USD 40 each.
Output 2: Two local NGOs provide support to the affected families in transparent and open manner.
Output 3: Strategies for longer-term assistance for recovery identified by two local NGOs.
The project will target 1,000 households in 15 settlements in three districts of Nugal region. CARE will provide sub-grants to two local NGOs, Kaalo and Somali Women Association (SWA), who will establish and work with a project implementation committee in each settlement. CARE will provide technical assistance in targeting, registration, logistics, audit and M&E. CARE and the partner NGOs will regularly report the progress of the activities and the humanitarian needs to OCHA's emergency coordination meetings, and involve the relevant local authorities and the Ministry of Local Governments and Rural Development in the relief activities. |
