The Puntland Livelihood Recovery Programme (LRP) targets 6,000 households that are outside in four regions of Puntland that were affected by four years of drought, civil strife and floods. Following the Tsunami of December 2004, the Tsunami disaster appeal generated some funding that donors want to see targeted mainly to the coastal areas affected by the Tsunami. This program is designed to assist those families outside the designated ‘tsunami areas’, who themselves are sufferers from a series of long ‘silent tsunamis’, and to avert any potential tensions between the two communities. The affected families will be supported to recover their livelihoods through a range of interventions, addressing issues like: soil and water conservation; mitigation of the impact of future natural and man-made shocks such as floods, drought and conflict; pastoralists immediate food and livelihood security needs; and, stimulation of the local economy by providing cash for work and developing alternative income-generating opportunities.
The specific Objective of the program are:
• Improved water and environmental management resulting from the development of water and soil conservation structures and the enhancement capacity at various levels for natural resources management; and,
• Increased cash income from traditional and/or alternative income generating opportunities for selected communities affected by the current disasters.
In order to realize the above objectives, the following activities will be supported between September 2005 and the end of August 2008:
Key project activities include:
• Rehabilitation water and NRM conservation infrastructures
• Supporting a business-oriented community animal health;
• Frmation and strengthening of pastoral interest groups: Strengthen pastoral groups at various levels for improved livestock management;
• Initiating and developing relationships with livestock product buyers and other potential markets;
• Setting up marketing infrastructure: Includes setting-up of a market information system and physical infrastructures to promote animal product marketing.
• Development of strategy to support access to financial and non-financial services to poor people, including options for targeted and strategic subsidy.
The program will be implemented in co-ordination with two on-going programs that CARE is implementing in Puntland, and activities undertaken through CARE partners in the region.
