| The RTL Vocational Training project is designed to fill a sore gap in interventions provided by CARE Rwanda to orphans and vulnerable children/youth (OVCY) in Gitarama province. As all OVCY interventions are geared to make OVCY economically productive and self-sufficient, vocational training needs of the children and youth are addressed as a priority. However, training facilities for youth are scarce in Gitarama province and some districts have not one training centre. In addition to that, the capacities of existing centres are extremely limited. An assessment of the situation, done in May 2004 by the CARE Gitarama program, indicated that the lack of training facilities is a major constraint in CARE's work with OVCY. This finding confirmed the governments own assessment of infrastructure needs of the province. It is in that light that the national and provincial governments declared the establishment of vocational training centres as one of the most pressing priorities in the education sector development. In matching CARE's findings with the local governments priorities, the two districts of Kayumbu and Ntongwe were chosen for the (re-) construction of training centres. In both districts, the project will add on and improve existing structures which either used to be vocational training centres before the war or which lost their initial purpose. However, although some of the existing structures can be rehabilitated, significant additional construction work will be required to create training centres of the required standard. The exact location of the training centres will be Giko sector in Kayumbu district as well as Ntongwe and Kinazi sectors of Ntongwe district (see attached map). The primary partners of the project will be the local authorities, i.e. the provincial (Gitarama) and district (Kayumbu and Ntongwe) authorities. All planning and implementation will be done in partnership with the authorities. After the end of the project, the responsibility of managing and maintaining the vocational training centres will remain with these same authorities. The primary beneficiaries of the project will be the youth of Kayumbu and Ntongwe districts (as well as of some neighbouring districts), who will have better and easier access to quality formal vocational training. Vulnerable children and youth will be particularly supported in benefiting from the centres. The capacity of each centre will be between 130 and 200 youth. | |
