The CARE-MoRR Project is the next phase in the partnership between the U.S. Agency for International Development (U.S.A.I.D.) Office of Population and CARE, which was begun under the Population and Family Planning Expansion Project (PFPE).

The goals of the PFPE were surpassed by actual performance, including institutional capacity, service delivery and leveraging of USAID resources. In 1996, the program shifted from being only a family planning project to a comprehensive reproductive health program. CARE is now poised to both significantly expand the impact of its projects and to share its lessons learned with other private voluntary organizations.

In this context, the CARE-MoRR project has four goals:

  1. Empower at least 5 million women and their families in 10 countries with the information, skills and services to manage risks to reproductive and newborn health.
  2. Empower targeted communities in the 10 countries to be effective, informed, organized consumers of and advocates for family planning, maternal health, newborn health and STD/HIV services.
  3. Increase the capacity of national institutions (public, non-governmental, community-based and private, for-profit) and small to moderate international private voluntary organizations in 10 countries to deliver appropriate, high quality, sustainable reproductive and newborn health services.
  4. Significantly increase the technical, managerial and financial sustainability of CARE's family planning and reproductive health program by transforming USAID's three-year investment into a 15-year program of core support and by continuous improvement of skills and systems across the entire portfolio of 28 country programs.
