Michael Opio

Country Director, Uganda

Michael A. Opio is the acting Country Director for CARE International in Uganda, bringing over 20 years of experience in strategic leadership, partnership development, fundraising, and programming. He joined CARE in October 2019 as the Program Director. Under his leadership, the CARE Uganda program portfolio nearly doubled, growing from an estimated $8 million in 2020 to $14 million in 2025. Additionally, CARE Uganda diversified its funding and partnership portfolio, positively impacting approximately 1.5 million people. Michael is passionate about forging new partnerships and finding opportunities to leverage CARE’s presence in Uganda to scale innovative programming models and transform the lives of women and girls.

Clement Atoko

Head of Sub Office – Fortportal and STEPs Consortium Manager

Clement is the Consortium Manager for the Sustainable Transition to Locally Led Emergency and Protection Services (STEPS) in Uganda, an ECHO-funded protection-focused consortium implemented by CARE International and eight partner organizations in Southwestern Uganda.

Clement’s background includes managing multi-donor funded humanitarian projects with a focus on protection and emergency response. Before joining CARE, he served as the Camp Management Programme Development Manager with the Norwegian Refugee Council (NRC) in Tanzania, where he implemented humanitarian programs funded by DFID, UNHCR, and BPRM.

Clement holds an MBA in Strategic Management from Kenyatta University, a bachelor’s degree in education (Technology Education) from Moi University, Kenya, and a Diploma in Project Planning and Management from the Kenya Institute of Management (KIM). He graduated from Moi University with Second-Class Honors (Upper Division).

Program Manager, Climate Justice

Cotilda Nakyeyune is a seasoned program manager with over two decades’ experience and a proven track record of successfully managing projects and partnerships in various organizations.

Cotilda serves as a Program Manager, where she oversees various projects focused on sustainable futures, disaster risk reduction, and long-term development. Some of the notable projects she has supported include Ecosystem-based Disaster Risk Reduction, STRENPO, Partners for Resilience, and Regreening Uganda.

Throughout her career, Cotilda has established strategic partnerships with various organizations, including government ministries, civil society networks, and private sector companies.

Program Manager, Livelihoods

Grace Kemirembe is a program manager with over 20 years of experience in international organizations, specializing in livelihoods, food, and nutrition security, agribusiness value chains, and poverty reduction. As the Program Manager for Livelihoods at CARE, Grace is responsible for defining the program’s strategic direction, securing funding, ensuring effective program delivery, and managing budgets. She also oversees program quality, learning, and partnerships to grow the livelihoods program’s impact, visibility, and influence.

Throughout her career, Grace has demonstrated her ability to think strategically and creatively, using participatory learning and adaptive management approaches. She is a passionate and committed self-starter dedicated to delivering innovative and result-oriented solutions to tackle poverty and improve livelihoods.

With a strong academic background, Grace holds multiple master’s degrees in agricultural economics and a postgraduate diploma in organizational development.

Norah Namono

Communications Specialist

Norah Namono is a Communications Specialist and Safeguarding Focal Person at CARE International in Uganda. With over 15 years of experience in strategic communications, digital engagement, corporate branding, internal and external communications, and media relations, she plays a crucial role in enhancing CARE’s visibility and advocacy efforts.

Norah is responsible for CARE Uganda’s website, media engagement, storytelling, and online media presence, and integrating safeguarding in all programming.

She holds a Postgraduate Diploma in Project Planning and Management from the Uganda Management Institute and a Bachelor’s Degree in Mass Communication from Makerere University.
