October 22, 2025 — This morning, Ukraine once again woke up to devastating attacks that struck multiple cities, including Kyiv, Poltava, Dnipro, and Kharkiv. At least seven people have been killed, including two children. In Kyiv, more than 30 people were injured. The strikes also targeted energy facilities, including a thermal power station. In Kharkiv, drone attacks continued throughout the day, with one directly hitting a kindergarten. Another hit an office building where a CARE safety training for partner organizations was scheduled to take place tomorrow.
These attacks, an almost daily reality now, are traumatizing civilians and crippling essential infrastructure. They are leaving millions without electricity, water, or heat, as energy systems across the country suffer repeated damage. In some areas, such as the Kharkiv region, up to 50% of electricity transmission capacity has already been destroyed. While experts warn that this winter could be harsher than in previous years, today many are already waking up in cold homes – gripped by fear throughout the nights and facing growing uncertainty.
At CARE, we stand in solidarity with our staff, partners, and communities who continue to show extraordinary resilience amid relentless attacks. Protecting civilians and ensuring humanitarians can safely reach those in need must remain a global priority – no one anywhere in the world should have to face such fear and hardship. With winter fast approaching, this becomes even more pressing. Each cold night will deepen the humanitarian crisis.
