This report is a collection of short briefs that reflect learnings from across CARE's Water+ work in 2021; depicting efforts to strengthen conditions and capacities – among government, communities, and service providers - for sustainable and equitable provision of water, sanitation, and hygiene services. Together, these briefs reflect CARE’s emphasis on strengthening WASH systems, and the governance, accountability, investment and learning essential to sustain WASH services.

Living with Climate Risk: Mobility & Resilience in Somalia
This learning brief examines how droughts, floods, and related economic pressures are driving displacement in Somalia. Drawing on assessments from five districts, CARE identifies warning signs that can appear weeks or months before families are forced to move, including rising water costs, the loss of crops and livestock, and the withdrawal of informal credit. It also shows how restrictions on movement and safety risks can leave young women with fewer options. The brief calls for earlier action and climate financing that help families remain safely in their communities before displacement becomes the only option.
