A new strategy for a new era

Eighty years ago, CARE sent its first CARE PACKAGE® to families recovering from war. Today, the world faces a different kind of crisis—many, all at once. Conflicts are growing. Climate disasters are multiplying. Funding is tightening just as global needs soar.

This is one of the hardest moments our sector has ever faced. But it’s also one of the most important. CARE is not pulling back—we are re-tooling to meet this new reality with innovation and courage.

Our newly released 2030 Strategy positions CARE to deliver lasting change faster, smarter, and at greater scale than ever before.

Three pillars to a stronger future

Respond to crisis

When disaster strikes, speed saves lives. This year alone, more than 300 million people will need urgent aid. CARE’s new Respond pillar focuses on getting ahead of crisis—helping communities prepare, not just recover.

Our Humanitarian Surge Fund empowers local teams to respond in the critical first hours of a disaster—and to prepare before crises strike. A next-generation CARE PACKAGE® for Emergencies delivers everything a family needs—shelter, hygiene items, solar chargers, water filters, and cash—to rebuild quickly and safely. Responsible AI and digital tools will help communities anticipate risks and act more effectively when crises strike.

Imagine a mother in South Sudan receiving an alert that floodwaters are coming, giving her time to get her children to safety. Or a family in Gaza using a solar charger from a CARE PACKAGE® to stay connected and informed. This is what fast, smart response looks like.

Sustain communities

Lasting change doesn’t end when the crisis does. Over a billion people live with overlapping forms of poverty that weaken their ability to thrive. CARE’s Sustain pillar strengthens the foundations of health, education, and livelihoods—because they are deeply connected.

CARE’s programs teach climate-smart practices that help families grow and store enough food even after droughts or floods. They help girls return to school after being forced to drop out and marry, and they bring basic healthcare to women and families where they live. When communities are strong, they invest in themselves.

CARE is scaling programs with governments and the private sector. We’re investing in frontline health workers, girls’ education, and clean energy—because strong families create strong communities.

Rise from poverty

The most powerful driver of change is women’s economic opportunity. When women earn and control income, entire communities rise. CARE’s Rise pillar expands women’s access to savings, loans, and markets.

Through partnerships with governments and investors, CARE will grow our Village Savings and Loan Associations from 22 million to 62 million members by 2030. We’ll unlock $1 billion in new loan capital and partner with corporations and investors to expand women’s opportunities as entrepreneurs, making sure markets are fair and accessible.

In Côte d’Ivoire, one savings group started with just a few coins each week. Today, its members have helped more than 260,000 women start businesses, buy land, and send their children to school. By 2030, groups like these will save over a billion dollars—proof that lasting change starts with women.

Across all three pillars, CARE will focus on proven ways of working:

This is about more than programs—it’s about reshaping CARE itself. We are redesigning our country office models, cultivating a culture of agility and collaboration, building a broader global community of supporters committed to compassion and justice.

Just as the original CARE PACKAGE® reimagined relief after World War II, CARE is once again thinking bigger and acting bolder. This is not just a new plan—it’s a transformation of how we work, partner, and lead.
