Rachel Locklear Hall serves as the Director for CARE’s Learning Tours program where she oversees the program and leads on trip planning and execution. Based in Washington, DC, Rachel works in CARE’s Policy and Advocacy Department to cultivate Congressional champions for improved policies and increased action on CARE’s priority issues, such as maternal health, food and nutrition security and humanitarian assistance.
Prior to joining CARE, Rachel worked on Capitol Hill for three years as a Senior Legislative Assistant for Congresswoman Debbie Wasserman Schultz (FL-23). She previously worked in education, teaching kindergarten in Brooklyn and undergraduate writing at George Washington University. Rachel received her B.A. in Women and Gender Studies from Georgetown University, her M.S. in Early Childhood Education from Hunter College, and her M.A. in Women’s Studies and Public Policy from the George Washington University.
