Project Description:
Previous phases of the PROPILAS Project designed and validated two financing and management models for the delivery of rural water and sanitation services in an effort to improve the sustainability of these services. It also strengthened the capacities of the district municipalities in internal management and local consensus building to manage water and sanitation services and ensure sustainability and the positive impact of the projects on the living conditions and health of local residents. The approaches of demand-response, gender, empowerment and citizenship were implemented in previous phases.
PROPILAS IV is implemented in the framework of decentralization. It works at the intermediate level (provincial and regional), collaborating with the regional government in the development of water and sanitation policies based on data from the provincial assessments that are processed in the improved sector information system (provincial SIS). The project established the Pilot School in Water and Sanitation (EPILAS) as a leading school for accreditation and research that proposes intervention strategies in remote rural communities, as well as in rural district capitals with populations of fewer than 2,000 inhabitants. In addition, the project works to strengthen the JASS and AJASS for the exercise of citizenship.
Activities are as follows:
1) Support the regional government as well as the local governments of Chota, Jaen and San Marcos in the decentralization of the water and sanitation sector through the formulation and implementation of sector policies and norms that contribute to the sustainability of investments.
2) Institutionalize EPILAS as a program to certify service providers to intervene at the local level (sustainable sanitation services) and at the intermediate level (institutional management of environmental sanitation and disaster prevention), as well as to ensure the program's sustainability and replication in other departments of the country.
3) Develop skills at the different levels of government and civil society to ensure that actors are familiar with and assume their roles in the sustainable management of water services, promoting basic and environmental sanitation, as well as the consolidation of the representation of community-based and private-sector organizations of the water and sanitation sector, to encourage their participation in decentralization processes and sustainable service management.
4) Document and disseminate the PROPILAS IV experience to obtain lessons learned to promote its replication or use by other projects, as well as by the sector.
